Document Description
The project would involve the construction of the EW-1 wellhead and pump, and a 250 foot pipeline from EW-1 to the Orange County Sanitation District sewer system to allow for the temporary discharge of contaminated water into the sewer. The discharge of untreated goundwater to the sewer would be allowed under an OCSD Special Discharge Permit issued to OCWD. The discharged water would be treated at OCSD Plant 1 in Fountain Valley and then would be further treated to drinking water standards by OCWD's Groundwater Replenishment System in Fountain Valley.

Reasons for Exemption
The project involves a minor alteration to an existing OCWD groundwater production facility, by the extension of a 250 ft pipeline along public ROW, from OCWD's existing extraction well EW-1 to an existing OCSD sewer manhole located immediately west of State College Blvd, north of Kimberly Ave and south of Valencia Dr within the City of Fullerton. This small pipeline extension will allow contaminated water pumped from EW-1 to be treated by OCSD and OCWD to drinking water standards at their facility, so that the treated groundwater can help replenish the OC Groundwater Basin. The contaminated water to be pumped and placed into the short pipeline for transmission to the OCSD and OCWD treatment plants will meet all required treatment and capacity requirements, such that the construction and operation of the proposed project will not result in any direct or reasonably foreseeable indirect physical changes to the environment.
