Document Description
The project will install and operate a novel gradual oxidation technology capable of converting low quality biogas into renewable electricity while simultaneously producing very low criteria pollutant emissions. This gradual oxidation technology will be demonstrated at a closed landfill which produces low quality landfill gas that is currently flared. Successful demonstration of this technology would enable a pathway for renewable energy recovery from numerous landfills and other low quality biogas sources across California, while also reducing criteria pollutant emissions.

Reasons for Exemption
The BKK Landfill currently employs power generation equipment to convert landfill gas to electricity. The site has existing permitting with the local air district for generating electricity from landfill gas, as well as an interconnection agreement with the local utility to export electricity to the local grid. The gradual oxidation technology to be installed and operated is expected to reduce criteria pollutants below what is permitted for electricity generation. for these reasons the project will not change the existing use of the facility, will not have a significant effect on the environment and falls under the categorical exemption listed in 14 CCR S: 15301...This project will not induce additional operations at the landfill site. For these reason, the project will not have a significant effect on the environment and falls under the categorical exemption listed in 14 CCR S: 15303. The work will involve basic data collection, research, and analysis to determine the system performance. This work includes computer modeling of the efficiency, emissions, capital and operating costs, and other performances metrics. This work will be largely computer based. For this reason, the project will not have a significant effect on the environment and falls under the categorical exemption listed in 14 CCR S: 15306.
