Document Description
The California Department of Corrections and Rehabilitation (CDCR) is proposing the following fencing improvements at two facilities:
CIW's project includes the installation of approximately 1,600 linear feet of new interior perimeter fencing, with eight vehicle swinging gates, eight pedestrian gates with a height ranging from eight to 12 feet.
LAC's project includes extending existing fence and removing the existing tubular steel used to hang the razor ribbon. The existing posts will be extended, appropriate break-away toppers will be added, and a tension wire will be installed at the nine feet mark of the posts. A new 30 inch braided razor ribbon will be installed at the top. The vehicle gate and two pedestrian gates will be fabricated to a height of 10 feet.
Both perimeter fences will be constructed in disturbed areas within existing prison facilities. The work is necessary to ensure safety and security.

Reasons for Exemption
The projects consist of installing perimeter fencing in developed, disturbed areas of existing prison facilities, where there are no sensitive resources, and involve negligible or no expansion of use (CEQA Guidelines 15301). This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document. None of the exceptions to a notice of exemption apply.
