The original site, a wholesale coffee-roasting warehouse, was not suited to demonstrate all of EPRI's planned technology and the site owner backed out of the agreement. At this new site, EPRI will be able to demonstrate all the technologies identified in their proposal.

Reasons for Exemption
This project is exempt under CCR, tit 14, S 15301; CCR, tit 14, S 15303 & CCR, tit 14, S 15306. This commercial-scale solar PV and battery energy storage system project will only install PV, battery storage, and daylighting panels (removable) to an existing building rooftop with reversible, sealed, and minimally invasive roof penetrations for building wiring conduit and optical solar pipes for the daylighting. The project will involve a minimal amount of construction activity to facilitate appropriate installation of equipment to meet applicable building codes. No grading will be involved. This minimal construction is well within the size limits listed in the 14 CCR 15303 exemption examples (e.g., it is less than four buildings each 10,000 sf in urban areas - for a store, motel, office, restaurant, or similar structure). The proposed site footprint is 22,500 sf, but no new sf are being added for any purpose. Additionally, this project will conduct basic data collection, research, experimental management, and resource evaluation activities within the building envelope which do not result in any disturbances to an environmental resource.
