Document Description
The California Department of Toxic Substances Control (DRST), pursuant to authority granted under the California Code of Regulations, Title 22, Division 4.5, Chapter 20, section 66270.61 has issued an Emergency Permit to Beale Air Force Base (AFB), to treat hazardous waste by detonation. The hazardous waste to be treated consists of three(3) .50 Caliber Armor Piercing Incendiary Cartridges. A Munitions Accountable Systems Officer with Beale's 9th Munitions Squadron determined the cartridges unsafe to transport offside to a permitted hazardous water treatment facility and therefore must be treated by detonation at Beale AFB (EPA ID CA7570024508). Once treated, the area must be inspected to ensure that there is no release of hazardous waste from the area. Any untreated waste must be immediately retreated or removed. Qualified personnel from the Explosive Ordnance Disposal Flight at Beale AFB will conduct the treatment. A senior EOD technician will serve as Range Safety Officer and control the operation at Beale's Resource Conservation and Recovery Act closed Open Burn/Open Detonation (OB/OD) disposal range, a forty-five acre fenced demolition range that is routinely used for explosives proficiency training. Movement, preparation, and treatment of the items will be conducted in accordance with stablished standards. Furthermore, there are no identified cultural sites or biological resources within 200 feet from the detonation location. A final report will be submitted to DTSC by Beale Air Force Base. The report shall include certification that the area has been cleared of all residual hazardous waste and that all waste has been properly disposed. The Emergency Permit is effective beginning June 5, 2017 and shall expire on August 4, 2017.
