Document Description
Mendocino Unified School District (MUSD) is the Lead Agency under the California Environmental Quality Act (CEQA) for this project. MUSD is pursuing grant funding utilizing Drinking Water State Revolving Funds to conduct a planning study for improvements to their drinking water infrastructure. The planning project is to develop a water system master plan, complete a cross connection control survey, and develop design documents for high priority projects that address issues raised by the State Water Resources Control Board (SWRCB) Division of Drinking Water. The Master plan will evaluate the short term and long term needs of the system and include an Asset Management Plan and Capital Improvement Plan. The master plan will evaluate alternatives to address source water capacity, including recycled water, and required system pH monitoring, as well as other high priority projects that may be identified in the evaluation of the system. The proposed project is located within the footprint of existing MUSD facilities, county roadways, and other developed land, as shown in the attached Figure 1.

The proposed planning study (alternatives analysis, engineering report, plans and specifications, and background studies) for Drinking Water Infrastructure Improvement Project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15306, Class 6, which "consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. There may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded." The project is a planning study and has not yet been approved, adopted, or funded.
