Document Description
The CLWA's ESFP has a potable water treatment capacity of 56 million gallons per day. The treatment's plant's wash water return and sludge collection systems require modifications to improve the treatment plant operations, ensure regulatory compliance and reduce staff maintenance activities. The project will add two new wash water return basins, one sludge thickener tank and one sludge drying bed. The project also consists of design development. The plant's treatment capacity will remain at 56 MGD.

Reasons for Exemption
The proposed action consists of awarding a design contract and modifying existing public facilities with negligible or no expansion of use beyond that existing at the time of the Agency's determination. The project will ultimately add two washwater return basins, one sludge drying bed and one thickener tank at the Earl Schmidt Filtration plant. The project will be constructed on a previously disturbed site with no habitat or cultural resources potential. The plant's treatment capacity would not increase. The proposed action would not have a significant effect on the environment.
