Document Description
Pursuant to Section 401 of the Clean Water Act, the District intends to obtain a Water Quality Certification from the State Water Resources Control Board for the routine maintenance of existing flood control facilities operated and maintained by the District. Maintenance activities would be performed on an as-needed basis and include sediment and debris removal, erosion repairs, sideslope tracking and/or reshaping, and structure rehabilitation/Replacement, landscape maintenance, vegetation control, riprap and grout repair, structural inspection and cleaning, removal and replacement of concrete channel linings, repair and backfill of washouts, and slope repairs. Maintenance activity may include native and invasive vegetation removal when areas deemed necessary to grade/maintain contain vegetation. In these circumstances, the District will ensure that native vegetation is restored via applicable measures such as hydroseeding, replanting, and/or natural reestablishment. The permit term would be a minimum of 5 to 10 years, with the option to extend at the end of the term. The District will only be restoring facilities to as-built lines and grade. No new construction is proposed in conjunction with the RGP.
