Document Description
The proposed project includes preparation of a San Diego Regional Storm Water Resource Plan in accordance with SWRCB SWRP Guidelines. The SWRP will inform the SWRCB of prioritized multi-benefit storm water management implementation projects eligible for state bond funding. Projects will be quantitatively measured and ranked by water quality, water supply, flood management, environmental, and community benefits and subsequent watershed analysis. As part of the proposed action, the DPW would enter into a planning grant agreement with the SWRCB to fund the preparation and implementation of the SWRP, which will be incorporated into the San Diego Integrated Regional Water Management Plan.

Preliminary Review: Sec G 15061b3
Section 15061b3 of CEQA guidelines provides that a project is exempt from CEQA review "where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." The proposed action includes execution of a grant agreement with SWRCB for the purpose of preparing a Regional Storm Water Resource Plan. The SWRP serves as a planning document to quantify and prioritize potential multi-benefit storm water management projects. Preparation of the SWRP would not result in direct or indirect physical changes in the environmental and does not serve as a commitment to any specific project. Therefore, because the action involves the approval of a grant agreement and preparation of a planning document, the action is exempt from CEQA review because it can be seen with certainty that the activity will not have a significant effect on the environment. Any projects that may be identified in future iterations of the SWRP would require their own CEQA compliance prior to implementation.
