Document Description
An addendum to the Southern California Edison Transmission Tower Replacement Project (Project) Final EIR certified by the Long Beach Board of Harbor Commissioners in December 2017 has been prepared to evaluate minor technical modifications to the approved project proposed by Southern California Edison Company, comprised of: (1) Addition of ground improvements to the driven pile foundation design for the new towers M0-T2X (Pier S) and M0-T3X (Pier B) to combat the effect of lateral spreading and allow driven piles to be viable at all locations. (2) A modification to Mitigation Measure BIO-4 to allow no more than 5 percent permanent loss of Southern Tarplant associated with construction activities, such as crushing by construction equipment, vehicles, or foot traffic. This 5 percent permanent loss is in addition to the no more than 10 percent temporary impacts of the on-site population on the south side of the Cerritos Channel. In addition, a correction is made to Section 3.2.5.1 of the Final EIR to reflect the appropriate language in Special Condition 6.3.2.1 in Chapter 6 of the Application Summary Report. Text in the Final EIR Section 3.2.5.1 indicates that "removal of transmission towers would be completed outside of the nesting season (approximately February through August)". This text would be stricken as it is inconsistent with the correct language in Special Condition 6.3.2.1 in the Application Summary Report. Special Condition 6.3.2.1 does not preclude tower removal or construction during bird nesting season if the measures identified in the Special Condition are followed.
