Document Description
The proposed project is a Tideland Use and Occupancy Permit to ABM Parking Services for their use of approximately 199,900 square feet of exclusive-use area located north-easterly of the neck of Harbor Island Drive, and approximately 5,800 square feet of non-exclusive joint-use area located east adjacent to 1380 Harbor Island Drive in the City of San Diego. The areas proposed for use under this TUOP have been continuously used as airport parking and rental car parking through March 2016. The areas proposed for use under this TUOP would be used only and exclusively for the purpose of operating an approximately 620 space parking lot for parking and shuttle operations including cruise parking, visitor parking, event parking, and general public parking, along with a joint-use area to be used as non-exclusive vehicular access with the east adjacent parcel, and for no other purpose whatsoever without the prior written consent of the Executive Director of District in each instance. The Tenant would utilize the south-easterly entrance off Harbor island Drive along the joint-use area as the public entrance to the parking lot and post only a directional sign at the north gate that directs vehicles to the south entrance gate where there would be a second logo sign for the parking lot.

Reasons for Exemption
The proposed project is determined to be categorically exempt pursuant to California Environmental Quality act (CEQA) Guidelines Section 15301 and/or 15304 and Section 3.a, 3.a and/or 3.d of the District's guidelines for compliance with CEQA because the project is a TUOP for parking and shuttle operations that would involve negligible expansion of use beyond that previously existing and would not involve the removal of mature, scenic trees.
