Document Description
The Valley Teen Ranch has poor water quality in their onsite well, containing arsenic levels at an average concentration of 90 parts per billion which is 9 times the allowable concentration. In addition, sand is being drawn into the system which is indicative of a well going dry. The nearest community that has a water system to Valley Teen Ranch is Madera Ranchos, which is in MD-10A. Valley Teen Ranch wishes to annex into the District, which would require upgrades to the system including a pipeline, meters and a backflow preventer. The project will solve the water quality issues for Valley Teen Ranch as the new well and existing wells that serve MD-10A will meet the water quality standards for potable water. The addition of the new well will also improve the deficit water quantity for MD-10A. The revised piping sizes in Road 36 and Kensington Dr will eliminate potential low water pressure and increase volume to Valley Teen Ranch.

Reasons for Exemption
The district is replacing an existing water well and pipeline. There will be some pipeline extension, however, the majority of the pipe will be replacement. Due to the impurities in the water and the low water pressure, the well must be replaced for public health and safety.
