Document Description
The proposed project involves replacement of two existing trailer-type structures at the San Diego Harbor Police Headquarters Complex. The new building will be used by Harbor Police investigations staff and Coast Guard investigations staff. The existing trailers total approximately 1,445 square feet(sf). The existing trailer structures are leased by the District and will be removed by the lessor upon request by the District. Disassembly and removal of the existing trailers is anticipated to take approximately three days. The proposed building would be approximately 2,160 sf and would be an on-grade modular structure. This would consist of a below-grade "pit type" concrete foundation in which the trailer would be permanently attached. The foundation excavation extends to approximately 36 inches below grade. Excavation includes removal of approximately 240 cubic yards of soil and approximately 27 cubic yards asphalt. All foundation-related work is anticipated to take approximately two weeks. The modular building installation is anticipated to take approximately one week. Construction is anticipated to commence in approximately January 2016 with project completion by June 2016.

The project is determined to be Categorically Exempt pursuant to California Environmentally Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and/or 15302 (Replacement or Reconstruction) and Sections 3.a (E)(1) and/or 3.b (1) and (2) of the District's guidelines for compliance with CEQA because the project is replacement of an existing modular building that would involve negligible expansion of use beyond that previously existing, and would be located on the same site and have substantially the same purpose and capacity as the structure being replace.
