Document Description
The Mojave Water Agency proposes to install a 810 kilowatt (kW) hydroelectric generating station using an induction generator at its existing Deep Creek Operations Center. 7805 Deep Creek Road, Apple Valley. The Deep Creek hydroelectric station will be connected to the existing Deep Creek pipeline which conveys water from the California Aqueduct to the Mojave River groundwater recharge area. The proposed project will utilize the water flor and pressure from the existing 48-inch Deep Creek Pipeline to pass through a turbine related for a maximum flow of 20 cubic feet per second (cfs). Generating approximately 810 kW of electricity. The hydroelectric station will operate in a parallel arrangement to the existing Deep Creek Pressure Reduction Valve (PRV) that reduces the water pressure before conveying water to the Mojave River Groundwater Recharge Basin, so that if the plant is off for any reason, the existing system will operate without interruption. The hydroelectric station will take advantage of the water pressure now being lost by using the PRV. The water will be conveyed through the power house, PRV, or both. When combined total flow of the power house and the PRV exceeds the capacity of the turbine outlet pipeline (less than 5% of the time), the powerhouse will discharge to the ground next to the power house (the headwall shown in the plans): the flows through the PRV will be separated by using a 48-inch valve and will continue being discharged to the Mojave Recharge Basin. Pressure head is 534 feet and the water source is the State Water Project purchased by Mojave Water Agency and is used for groundwater recharge. All new infrastructures will be constructed within areas that are already existing and disturbed by Mojave Water Agency's Deep Creek Operations Center. Operation of the facility will include routine inspections and maintenance of the equipment.

Reasons for Exemption
The State CEQA guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed installation of a 810 kW hydroelectric generating station at the existing Mojave Water Agency Deep Creek Operation has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the connection to the existing Deep Creek pipeline can continue to operate in an efficient and safe manner.
