Document Description
This project consists of two parts. The maintenance/repair of approximately 120 feet of existing sewer line and two outdated, non-complaint sewer tanks and the proposed construction of a small 45' x 26' formed concrete slab. The sewer line and tanks are currently not complaint with current county standards. A backhoe shall be used to dig an approx. 5 feet deep, 2 feet wide trench through existing asphalt and native soil to repair the sewer line and connecting tank to bring them into compliance. All the necessary county permits, if any, shall be obtained by CAL FIRE prior to the start of project work. When the tanks and sewer line have been updated the area will be re-capped with new asphalt. This part of the project involves negligible or no expansion of an existing use. The proposed construction of a new concrete slab (45'x26'x4'') behind the existing Sutter Hill shop will serve as an outdoor/auxiliary maintenance area. It will enable Unit personnel to increase shop production on equipment and vehicle "B" services. The proposed slab site is essentially level, requiring no grading and only minimal disturbance of earthen material. The total proposed project area is 2 acres. No watercourse exists on or adjacent to the proposed project area. No known occurrences or habitat of threatened, rare or endangered species occur in or adjacent to the project area. No activity will take place when soils are saturated. The proposed project(s) will take place on CAL FIRE owned property (Sutter Hill Station) in Amador County. Project work is to be completed by March 1, 2017.

Reasons for Exemption
This project fits under the description of a Class 1 (Existing Facilities) for the sewer line and tank maintenance/ repair and a Class 3 (New Construction or Conversion of small structure) for the proposed concrete slab, Categorical Exemption to CEQA. CALFIRE staff conducted an environmental review to confirm that no exceptions apply which would preclude the use of a Notice of Exemption for this project. This review included an on-the-ground field inspection by the AEU Unit Forester, AEU South Division Chief and a Chief and a CALFIRE State Archaeologist (Gerrit Fenenga) familiar with the property on January 14, 2016. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transporation/traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at AEU Unit Headquarters.
