Document Description
CDFW has executed Streambed Alteration Agreement No. 1600-2015-0088-R5, pursuant to section 1602 of the fish and game code, to California Mountain Oaks LLC, California Mountain Gardens LLC, California Ocean Oaks LLC, California Ocean Gardens LLC, Chase Parcels LLC, Preston Parcels LLC, and Remington Parcels LLC.
The Permittee proposes to install 14 temporary stream gauges within portions of Jalama, Espada, Gaspar, and Escondido Creeks to collect stream flow data to understand the hydrologic regime of the watershed. Data will be collected for five years to ensure accurate seasonal flow data. The stream gauges will be March-McBirney FloDar Area/Velocity Radar Flow Meters, SonTek IQ Submerged Doppler Meters, and Plasti-Fab Fiberglass Reinforced Plastic Trapezoidal Flumes. The installation will be done either when water is not present, or if water is present, a small canvas dam will be located upstream of the work area and a small flexible plastic pipe will be used to divert water around the work area. Excavation is expected to be minimal (i.e., less than 1 cy), and excavated stream substrate may be used as backfill material for installation purposes, while excess material will be spread in adjacent upland location. Any anchor or supports for the stream gauges will be flush with the surface of the streambed. Native streambed gravels will be used on the outfall side of the installed flumes to minimize erosion and head-cutting from the stream flow. To the extent feasible, the frequency of data downloads will be minimized to reduce disturbance to riparian habitat and disturbance to fishes potentially present in the streams.
