Reasons for Exemption
Cal. Code Regs., tit. 14, sec. 15301 provides that projects which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, and which involve negligible or no expansion of use beyond that existing at the time of the lead agency's determination, are categorically exempt from the provisions of the California Environmental Quality Act (CEQA). This project will involve installation of a calibration apparatus at an existing laboratory. Specifically, an electronic device, approximately the size of a file cabinet, will be plugged in at an existing laboratory owned by the Department of Measurement Standards; this activity falls within the normal operation of the laboratory. The calibration apparatus will use a software program to compare standard watt hours with those produced by electric vehicle fueling stations. Plugging in the calibration apparatus will not expand the capacity of the existing laboratory. Therefore, the project falls within section 15301 and will not have a significant effect on the environment.
Cal. Code Regs., tit. 14, sec. 15306 provides that projects which consistent of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious of major disturbance to an environmental resource are categorically exempt from the provisions of CEQA. This project will use a component of the calibration apparatus described above to gather data from various electrical vehicle charging stations. The component will plug into the charging stations to measure charging station electrical output; this procedure involves no construction or installation of equipment. The collected field data will be brought back to the laboratory and analyzed by the calibration apparatus. Therefore, the project falls within section 15306.
