Document Description
The proposed project involves the construction of three new driveways to provide emergency access to the Cays Resort Dry Boat Storage Facility located at Grand Caribe Isle North along, and on both the east and west sides of, Caribe Cay Boulevard North in Coronado. Currently, there are no driveways located along the concrete sidewalks surrounding the east and west boat storage sites. To provide emergency access to the boat storage sites, the project proposes to construct two driveways along the sidewalk surrounding the east site and one driveway along sidewalk surrounding the west site. Construction of the new driveways would include the following: - Cutting, removing, and disposing of three approximately 30-foot-wide by 4-foot-long sections of existing concrete sidewalk; - Reshaping the existing subgrade under each of the concrete sidewalk sections; - Pouring concrete to create three new driveways that would be approximately 20 feet wide with 4-foot-wide driveway ramps on either side; and - Placing 3/4 -inch gravel in the approximately 20-foot-long by 20-foot-wide unpaved areas directly adjacent to the driveways.

Reasons for Exemption
The project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and Section 3.a (8) of the District's Guidelines for compliance with CEQA because it is the construction of three new driveways along existing sidewalks that would involve no expansion of use beyond that previously existing. Section 3.a (8) of the District's CEQA Guidelines is as Follows: - 3.a. Existing facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public and private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing including but not limited to: Existing highways, streets, sidewalks, bicycle and pedestrian trails, and similar facilities, except where the activity will involve removal of a scenic resource including a stand of trees, a rock outcropping, or an historic building.
