Document Description
SMUD proposes to construct and operate an Electric Vehicle (EV) charging station located within the cell phone waiting lot at the Sacramento international Airport. The proposed project consists of one Direct Current (DC) fast charger and two level II Electric Vehicle Engine (EVE) Chargers. Additional infrastructure will be installed to support the addition of a DC fast charger at a later date. The project will be built on the southeast corner of the lot. Existing infrastructure will support the Electric Vehicle (EV) charging equipment which includes a 12 kilovolt (kV) to 480 Voltage alternating Current (VAC) step-down transformer, a 480 to 208/120 VAC step-down transformer, power cabinet and switch gear. The equipment will be contained within a seven foot high locked fence. Security cameras will be installed around this equipment. The project will also include two four-inch underground conduits from the existing SMUD vault to the new parking area. All electrical conduits will be installed via trenching and underground boring. The trenching will be within the parking lot and will be 4 feet deep by 19 inches wide; the first phase will be approximately 350 feet in length with the addition of 50 feet of underground boring taking place beneath the driveway. All disturbed pavement will be restored. The work area consists of the paved parking lot with a landscaped grassy area directly adjacent. The parking lot is designed to meet Americans with Disabilities Act (ADA) accessibility requirements. There is a drainage ditch located approximately 220 feet to the south of the project area which is potential giant garter snake habitat. Since all work will occur beyond the required 200 feet.

Reasons for Exemption
Under CEQA guidelines § 15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Airport EV Charging Station project is exempt under CEQA Guidelines §15303(d), New construction or conversion of Small Structures, "Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include, but are not limited to: Water main, sewage, electrical gas, and other utility extensions, including street improvements, of reasonable length to serve such construction. " As well as § 15304 (f), Minor Alterations to Land, "Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature scenic trees except for forestry or agricultural purposes. Examples include, but are not limited to: Minor trenching and backfilling where the surface is restored" The Airport EVE Charging Station Project involves the installation of electrical vehicle charging equipment and the trenching of approximately 350 feet with the installation of conduit on county property and therefore is considered exempt in accordance with CEQA guidelines §15303(d) and §15304(f).
