Document Description
Remove dead and dying hazard trees throughout CSA-21. Due to extraordinary drought and insect conditions trees are dying in mass and represent a hazard to residents and property from a fire/fuels standpoint as well as a potential for damage associated with falling trees. This project is to allow California Conservation Crews (CCC) to utilize chainsaws to remove trees and pile slash throughout CSA-21. The project will alleviate hazards associated with the dead trees for approximately 120 single family homes.
The project will include felling, bucking, and slashing hazard trees. The resulting hazardous fuels will be treated by a combination of chipping and piling for chipping at a later date. In areas where chipping or piling is not possible, crews will lop and scatter to a height less than 18 inches. The primary target vegetation of this project is dead/dying over story pine species that have been affected by the drought condition and beetle infestation.

This project fits under portions of Title 14 CCR, Art.19, Sec. 15304 Class 4 - "Minor alterations to land". No exceptions apply which would preclude the use of a Notice of Exemption for this project. No significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems.
