The proposed project lies within the jurisdiction of the County of Tulare. It is zoned AE-20 (Exclusive Agriculture - 20 acre minimum). The proposed project site is located southwest of the City of Porterville. The Tulare County General Plan designation is Agricultural.
Document Description
The Applicant, Mitchell Brown General Engineering, is proposing a new surface mining operation for the extraction of sand to be located approx. 3 miles southwest of the City of Porterville, in an unincorporated area of Tulare County. The proposed project would result in excavating 1,500 tons, (approx. 60 truckloads), of sand for stockpiling on-site. A portable screening plant will be used to separate the sand from the remaining material. The equipment is currently permitted as portable equipment and will continue as such. The proposed project will result in 12 heavy duty truck round-trips daily, or approx. 3,120 round trips annually. Depending on seasonal and economic factors, mining operations will require one to two employees to excavate material and load trucks with sand for transport off-site. The site will be accessed from the north side of the project from Road 224. The customer base from the proposed project is anticipated to remain mostly from within Tulare County.
