The proposed project is located in Yreka in Siskiyou County, CA. Yreka is approx. 21 miles south of the California-Oregon border. Interstate 5, SR 3, and SR 263 pass through and provide regional access to the city. The proposed project includes two components: (1) The 2016 Greenway Master Plan, and (2) three specific projects within the Master Plan. The EIR will analyze the project's environmental impacts using two different analysis methods:
1. The overall 2016 Greenway Master Plan is analyzed as a program EIR using a broader spectrum based on requirements outlined in CEQA Guidelines Section 15168.
2. A project level analysis for the three proposed projects of the Master Plan - Central Reach, North Reach and South Reach - using a project-specific analysis based on the requirements of CEQA Guidelines Section 15161.
