The project consists of the Waterfront Master Plan (Master Plan) and associated zoning map amendment (hereinafter, "project"). The Master Plan serves as a guide for future activities within the planning area. The Master Plan creates a vision for the planning area that implements General Plan and Local Coastal Plan goals, policies, and programs. The key components of the Master Plan include: goals, programs, and projects; land use and development objectives, standards and design guidelines; and financing and implementation.
