To address potential air quality impacts from the closure of cement manufacturing facilities and to ensure long-term air quality and protection, the South Coast Air Quality Management District is proposing revisions to Rule 1156. Rule 1156 was originally adopted in November 2005 and was later amended in March 2009 to address elevated ambient hexavalent chromium (Cr6) levels from cement manufacturing operations. As part of the rule adoption resolution, the Governing Board directed staff to work with stakeholders in developing a facility closure plan option, and to reevaluate the need for and frequency of CR6 monitoring after five years of monitoring. The proposed amendments are intended to minimize potential air quality impacts from cement manufacturing facility closures while streamlining CR6 ambient monitoring requirements.
