Document Description
Westside Union School District (District) is proposing to renovate Cottonwood Elementary School campus by removing 37 modular classroom buildings and 3 modular toilet buildings and constructing seven replacement permanent slab-on-grade structures. The replacement structures would provide six classroom buildings (totaling 23,520 sq ft) containing 20 classrooms and two kindergarten classrooms, and one Science, Technology, Engineering, Arts and Math (STEAM), building on the same site. The 28,376-sq-ft STEAM building would house administrative offices, library, staff lounge, staff workroom, restrooms, and combination conference and instructional spaces. There would be no increase in classroom spaces to affect the enrollment capacity at the existing school. Other improvements would include modernization of existing classroom/kindergarten buildings, cafeteria, and administration, and expanding the existing parking lot to the northwest to provide additional 54 stalls and new curb-cut to improve circulation.

Reasons for Exemption
15302 Replacement or Reconstruction: The proposed project would allow students to be housed in permanent buildings rather than modular buildings. All of the removed modular buildings will be replaced on the same school site in permanent buildings with the same purpose as classrooms and restrooms. The proposed project would also replace the existing utility systems and facilities, which involves negligible expansion to better serve the proposed renovation.
15301 Existing Facilities: The proposed parking lot at the corner of the campus would improve the existing circulation would not expand the existing use beyond that is already occurring on campus. The modernization of the existing classroom/kindergarten, cafeteria, and administration buildings is intended to better serve the existing students and programs and would not increase the student enrollment capacity. This improvement is considered minor alteration to the existing site and would result in negligible impacts to the environments.
