Document Description
Project will install a biomass-powered combined heat and power (CHP) system on Plumas Health and Human Services (PHHS) property to serve the electric and heating needs of the PHHS facility and adjacent dormitories on Feather River College (FRC) campus. Key components of the CHP system will include an 800kW woodchip-fired biomass boiler that will provide the steam to run a 65kW Organic Rankine Cycle (ORC) generator. The plant will also include a propane back-up boiler to provide heat during seasonal periods when intermittent heating need does not economically justify biomass combustion. The electricity produced by the ORC system will be used by PHHS. Under a net metering arrangement, any unused electricity will be supplied to the electric grid. The retirement of the electric boiler currently used to supplement the PHHS heat pumps will significantly reduce electric demand at the site, including use of electric space heaters for supplemental heating. FRC is an adjacent facility with five dormitory buildings that currently rely on propane for space heating. FRC will convert to water source heat pumps with 80 degrees Fahrenheit waste heat from the ORC serving as the heat source in lieu of developing its own geo-field on site. Two closed underground hot water loops will be installed at PHHS and FRS respectively to transport waste heat to the heat pumps at each site.
