Document Description
The SWRCB, as the responsible agency, will be issuing a water supply permit. The PDMWD proposed project includes an 800 foot by 20-inch diameter water supply pipeline that will be installed. The line will connect on the north to a 48-inch diameter Helix Flume Pipeline and on the south to a 1.75 million gallon reservoir constructed as part of the project. 5-7 foot of this 24 ft. high 115 ft. diameter reservoir will be buried underground, allowing for an above ground height of 17-19 ft. The reservoir will include a drain that will discharge to a .10 acre bio-retention basin that will be constructed in the southwestern corner of the reservoir site. An overflow drain pipe will discharge to a Caltrans drainage channel. A flow control building, (39 ft. by 19 ft. wide by 17 ft tall), a 24-inch diameter pipe with a plunger style flow control valve, a flow meter, shutoff valves, and a Supervisory Control and Data Acquisition (SCADA) system will also be installed. Included among constructed buildings, a pump station will also be installed, (37 ft. by 44 ft. by 19 ft. tall). The pump station will pump up to 12 million gallons per day. 4,500 Horse-power vertical pumps will be installed in the building. A 1,000 Kilowatt stand by generator will be connected next tot eh pump station building, encased in an enclosure. The pump station will have a flowmeter and floor drain. A 10 ft. high security fence, with intermittent 6 feet high chain link fence, will be installed The fencing will be placed on a 1-9 ft. retaining wall. An access gate controlled by an electronic key card system will also be installed. A 150 ft. by 20 ft. wide road will be constructed. Vegetation will be added to screen the project. A 5,600-6,100 ft. discharge pipeline 20-inches in diameter will be put in place, originating from the newly constructed pump station, running under Freeway I-8, and connecting to an existing PDMWD 20-inch diameter pipeline around the Ridge Hill Road/Olde Hwy 80/Pecan Park Lane vicinity. 3,990 ft. of existing PVC pipeline will be removed and replaced or capped in place. Existing water service lines will be realigned. Surface improvements and repaving of the road will also occur as part of this component of the project. A below surface valve vault to house part of the SCADA system, an electrical cabinet, and pole mounted solar panel will be installed along the road. The project is part of the San Diego Water Authority's (SDCWA_ East County Regional Treated Water Improvement Program (ECRTWIP) a larger regional project to improve treated water delivery in eastern San Diego County. Once the system is operational, about one vehicle trip to the site per day will be made to maintain the system. The project will provide for the operation of these facilities.
