Reasons for Exemption
The proposed changes relative to the Elk Grove-Florin Road sites were analyzed in the 2004 Multi-Family rezones Project Mitigated Negative Declaration (Multi-Family MND, SCH No. 2004062063). That MND analyzed the potential development of the site as multi-family development at a maximum density of 30 dwelling units per acre. The proposed changes would reduce the allowed density to 10 dwelling units per acre. Since this is less than that assumed in the MND, there will be fewer impacts to traffic, air quality, utility services, and other environmental considerations than those analyzed in the MND. Therefore, the Multi-Family MND is sufficient and, pursuant to State CEQA Guidelines Section 15162.
