Document Description
The City of San Mateo is initiating the Clean Water Program, a series of projects to upgrade and increase the capacity of its wastewater treatment plant and sewer system. The Clean Water Program will address sanitary sewer overflows (SSOs) that occur during rain events. In 2009, the City, CSCSD, and Hillsborough were issued a Cease and Desist Order (CDO) (R2-2009-0020) due to violations in discharge prohibitions from SSO discharges. The CDO requires that the frequency and volume of SSOs be consistently and substantially reduced. In addition, the Clean Water Program will upgrade the wastewater treatment plant (WWTP) to enable it to meet current and future regulatory requirements such as nutrient loading and elimination of blending. The City is considering two different Clean Water Program alternatives.
