The project consists of the DTSC making a permit decision on a non-Resource Conservation and Recovery Act Hazardous Waste Facility Permit application submitted by Bakersfield Transfer Inc. as a discretionary action, pursuant to regulatory authority granted under Chapter 6.5 of the California Health and Safety Code Section 25200, for the BTI Facility located at 1620 East Brundage Lane in Bakersfield, Kern County. The Permit, if approved, would allow BTI to treat hazardous waste and certify used oil as "recycled" in addition to BTI's existing operations of storage and transfer of used oil, waste antifreeze, oily water, and solid contaminated with oil from offsite generators. The Permit would also allow BTI to add 2 additional tanks and to construct and operate a rail spur to transfer and consolidate hazardous waste for receipt or shipment offsite. BTI will not treat or recycle more than 1,000 tons of hazardous waste at any one time and is classified as a small treatment facility in accordance with H&SC Section 25205.1(j).
