The project is the update of the City of Millbrae's General Plan Housing Element for the period January 1, 2015 to January 1, 2023 in the form of a text amendment to the 1998-2015 City of Millbrae General Plan in compliance with State Housing Element Law (Government Code Section 65580-65589.8). State Housing Element Law recognizes that in order for the private sector to produce enough housing to meet projected housing needs, local governments must adopt land use plans and regulatory provisions that provide opportunities for housing to be developed. The City's strategy to comply with State law consists of identifying residential capacity in the Millbrae General Plan and the Millbrae Station Area Specific Plan and implementing specific measures to encourage and facilitate housing (including affordable housing) development.
