Document Description
The CAP has been developed in response to State legislation and policies that are aimed at reducing CA's GHGE. This includes EO S-3-05, which established the 2050 statewide GHG reduction target of 80 percent below 1990 levels, EO B-30-15, which established the 2030 statewide GHG reduction target of 40 percent below 1990 levels, and AB 32, the Global Warming Solutions Act, which tasked the California Air Resources Board with creating the Climate Change Scoping Plan (Scoping Plan) to establish a 2020 interim target and to provide a path for local governments to contribute their fair share of the GHGE reductions necessary to achieve the target.
