Tipton is an unincorporated community located in the San Joaquin Valley portion of Tulare county. Tipton is approximately 10 miles south of Tulare and about 20 miles south of Visalia, the County seat and largest city of the county. Tipton is located adjacent to SR 99, Central CA's major north/south highway. SR 190 provides access east from Tipton through the City of Porterville and to the southern Sierra Nevada mountains beyond. SR 190 terminates at SR 99 in Tipton. Tipton is a predominantly rural, agriculturally-related service center. The community not only serves as an area where agriculturally-oriented enterprises, such as packing houses and cold storage facilities are located but also a residential community where many of the areas farm workers reside.
The community of Tipton is an unincorporated area of approximately 2,500 persons. Single family dwellings are the dominant land use in the community and are situated along residential streets on both east and west sides of SR 99. The elementary and middle school is integrated with residential districts, and the entire community is surrounded by agricultural lands, primarily featuring field crops.

Document Description
On Sept. 30, 2014 the Tulare County board of Supervisors (BOS) approved the Planning Branch proposal to update the Tipton community Plan. The Tipton Community Plan Update will become consistent with the recent approval of the General Plan 2030 Update, and will include the following primary goals and objectives.
1. Land Use and Environmental Planning - Promote development within planning areas next to Regional Highway 99 Corridor in order to implement General Plan goals.
2. Improvements for a "disadvantaged community" - It is expected that the community planning areas will be improved.
3. Strengthening Relationships with TCAG - an important benefit of this expedited community plan process will be the opportunity for RMA to strengthen the County's relationship with the Tulare County Association of Governments (TCAG) in that this and other community plans will help to facilitate the funding and implementation of several key transportation programs such as Safe Routes to Schools, Complete Streets, and Bike/Pedestrian Projects.
