Document Description
The Project includes the installation of a natural gas pipeline, which will transport natural gas to fuel existing equipment at the Middlewater Pump Station located in western Kern County, California. Construction activities would occur adjacent to an existing pipeline right-of-way (ROW) and existing dirt access road. The purpose of the proposed Project is to allow Phillips 66 (Permittee), to continue to operate its pipeline system, which transports crude oil from the oil fields in Kern County to its refinery in the San Francisco Bay Area.
The Project will temporarily impact 6.424 acres of San Joaquin kit fox (Vulpes macrotis mutica) and San Joaquin antelope squirrel (Ammospermophilus nelsonii) habitat and is expected to result in take of these species, as defined in Fish and Game Code section 86. The San Joaquin kit fox is designated as a threatened species under the California Endangered Species Act (CESA), and the San Joaquin antelope squirrel is designated as an endangered species under CESA. To authorize such take, CDFW reissued to the Permittee an incidental take permit (ITP) pursuant to CESA (No. 2081-2014-036-04).
