Document Description
Amend the City of Encinitas' (City) existing Opportunistic Beach Fill Program to include two new receiving beaches, Leucadia Beach and Cardiff Beach, to allow streamlined approval of projects proposing placement of beach compatible materials derived from opportunistic sources (e.g., upland construction projects, wetland restoration, dredging). Addition of these beaches will allow flexibility in placement locations to address areas of localized erosion and/or minimize haul or dredge distances from a given sediment source. The additional sites are: 1) Leucadia Beach between Range Street and Diana Street; and 2) Cardiff Beach in the vicinity of Restaurant Row. The State Lands Commission action is issuance of a 5-year General Lease - Public Agency Use to the City of Encinitas for deposition of up to a maximum of 117,000 cubic yards (cy) of sand annually at Batiquitos Beach, up to a maximum of 105,000 cy of sand annually at Moonlight State Beach, up to a maximum of 132,000 cy of sand annually at Leucadia State Beach, and up to a maximum of 101,000 cy of sand annually at Cardiff State Beach.
