The project is limited to three stream encroachments to replace failing culverts on Unnamed Tributary to Howe Creek adn Howe Creek along the Howe Creek road at post mile 0.17, 0.42 and 0.45. The culverts outlets onto the upper banks of Howe Creek above the ordinary high water level, and PM 0.45 is also on an Unnamed Tributary to Howe Creek.
