Document Description
The purpose of this plan is to request that EPA redesignate the Sacramento Region to attainment for the 2006 24-hour PM2.5 NAAQS. The plan includes demonstrations that Sacramento: (1) Attained the 24-hour PM2.5 NAAAQ; (2) Has a fully approved PM2.5 implementation Plan for the area; (3) Improvement in air quality is due to permanent and enforceable reductions: control measures have been reduced overall emissions despite increasing population and VMT, and not due to temporary emission reductions or usually favorable meterology; (4) Has a PM2.5 Maintenance Plan for the area, including motor vehicle emission budgets; (5) Met CAA Section 110 and Part D requirements.
