Document Description
CDCR will construct the Electrical System Upgrade project at MCSP to correct existing system deficiencies and provide a reliable electrical system for the institution to maintain safety and security in a cost-efficient manner. The upgrades include a new generator system consisting of two new 2-megawatt generators with associated switchgear and electrical equipment to connect the existing and new distribution circuits. The emergency generation system will include weather tight enclosures, main breaker, transformer, and two-above ground diesel fuel storage tanks. Specific high-voltage cabling will be replaced. The existing 3-megawatt cogeneration plant, which results in operation, maintenance, and repair costs and additional electrical demand charges that frustrate efforts to provide consistent and reliable electrical power in cost efficient manner to the institution, will be deactivated and abandoned in place, and nay hazardous materials removed and disposed of in any State approved and regulated off-site disposal facility. The project includes constructing a new 60 kilovolt substation to allow for savings in acquiring electrical power at transmission level rates. The project includes a 1,900 square feet pre-engineered metal building to house the new switchgear, electrical panels, and automatic transfer switch. The new diesel fuel tank and the two generators will be located outside of the new building. A notice of exemption for this project was filed February 2013, but since then, the location of the project within MCSP has changed. The new project are will not result in any environmental effects and the project will be located in a developed area of MCSP.

Reasons for Exemption
The project consists of the replacement of existing structures and facilities where the new structure will have substantially the same purpose and capacity as the structure replaced. This project meets the criteria of classes of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore, is declared to be categoically exempt from the requirement for preparing an environmental document.
