Document Description
The Alon Bakersfield Refinery Crude Flexibility Project is a Modification of a Precise Development Plan that would allow greater flexibility for the Refinery to utilize a variety of crude oils that can be processed onsite. The project proponent is requesting: 1) expansion of rail, transfer and storage facilities including an addition of up to three boilers; 2) process unit upgrades and/or modifications; 3) repurposing of existing tankage; and 4) relocation and modernization of existing Liquefied Propane Gas (LPG) truck rack and upgrades to sales rack. The rail expansion would consist of the construction of a double rail loop from a new spur connection off of the existing Burlington Northern and Santa Fe Railway (BNSF) and would be fully contained onsite. Most of the proposed process unit changes are minor in scope. The Refinery's 70,000 barrels per day (BPD) maximum crude processing capacity would not be increased.
