The National Wildlife Refuge System (NWRS) Improvements Act of 1997 (amended the National Wildlife Refuge System Administration Act of 1966 (Improvement Act)), requires the U.S. Fish and Wildlife Service (Service) to develop a Comprehensive Conservation Plan (CCP) for each national wildlife refuge. The purpose of a CCP is to provide refuge managers with a 15-year plan for achieving refuge purposes and contributing toward the mission of the NWRS, consistent with sound principles of fish and wildlife management, conservation and other mandates and policies. In addition to outlining broad management direction on conserving wildlife and their habitats, the CCP identifies wildlife-dependent recreational opportunities available to the public. A draft Integrated Pest Management Plan for the Complex and a draft Predator Management Plan and a hunt plant for the Sonny Bono Salton Sea NWR are also included.
