The project would propose to amend the Land Use Element and the Circulation Element of the Riverside County General Plan as adopted by the City of Menifee upon its incorporation in 2008. The site is currently designated as Low Density Residential (LDR) 1/2 acre minimum building intensity range in the Community Development Foundation. The applicant is proposing to change the land use designation to Very High Density Residential (VHDR) 14-20 dwelling units per acre building intensity range in the Community Development Foundation. Additionally, the applicant is seeking to change the roadway right-of-way and capacity of Menifee Road on the Circulation Plan. The proposed change would affect approximately 660 feet of Menifee Road, designated as an Urban Arterial, from the Simpson Road intersection north to the northerly project boundary. The requested change will modify the classification to an Arterial will reduce the right-of-way from 152 feet and six lanes of travel to 140 feet of right-of-way and four lanes of travel with an enhanced parkway.
