The property will need extensive tenant improvements to become suitable for the proposed use, including but not limited to interior renovation, insulation, climate control, landscaping, security improvements to the fence, a security system for the building and improvements to the parking lot. The current zoning on the property is Medium Density Residential (R-2), with a General Plan land use designation of Medium High Density Residential (MHDR). The requested action would change the zoning to Intensive Commercial (C-2) and the General Plan land use designation to Retail and Business Services (RBS). Under the City of Oroville's Zoning Code S26-33.010-1, the sale alcoholic beverages is permitted in a C-2 zone, subject to a use permit.
