Document Description
The District proposes to develop and operate a new outfall into Mare Island Strait. The District proposes to reduce energy expenditures and greenhouse gas emissions associated with its existing wastewater treatment plant operations by switching their operations to discharge up to 30 million gallons per day (MGD) of treated effluent into Mare Island Strait on a year-round basis and up to an additional 30 MGD of excess wet-weather flows to the Carquinez Strait. Currently, the Carquinez Strait outfall is used year-round and the existing Mare Island Strait outfall is used for wet-weather flows. The District has estimated that pumping costs would be reduced because it take less electrical power to pump effluent to the Mare Island Strait compared to the Carquinez Strait. District average daily dry weather flows are less than 10 MGD. Energy savings would apply to all dry weather flows and wet weather flows up to 30 MGD. Operations would remain unchanged for wet weather flows exceeding 30 MGD. The project would not increase the discharge quantity or alter the existing treatment process; it is simply a relocation of the point of discharge. The existing outfall to Mare Island Strait would not be removed. Additional project features include installing a pump station and rehabilitating and realigning elements of the existing chlorination and dechlorination system within the wastewater treatment plant site.
