Proposed MND for a General Plan Amendment from Agriculture General to Resource Conservation (R-C) and a Zoning Amendment from Exclusive Agriculture to Open Space to allow the creation of a mitigation bank (habitat restoration) affecting approximately 215-acres located approximately 5.5-miles south of the City of Colusa. The Mitigation Bank will require excavating and grading for the development of upland and lowland wetland habitats for the protection of Giant Garter Snakes and other species of concern.
