Document Description
The project consists of approval of a Remedial Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) to protect human health and the environment pursuant to regulatory authority granted under Chapter 6.8, Division 20 of the Health and Safety Code. The remedial approaches in the RAW are based on the proposed land use designation (Research, Education, and Support; and Natural Open Space) identified in the 2014 Long Range Development Plan (2014 LRDP) developed by the University of California for the Richmond Bay Campus. The RAW contains both site-wide prescriptive requirements, consisting of land use controls and a soil management plan, and specific proposed cleanup actions, including remediation of soil impacted with metals (arsenic, mercury and lead), polychlorinated biphenyls (PCBs), polycylic aromatic hydrocarbons (PAHs), and dioxins, and groundwater impacted with carbon tetrachloride. Soil excavation and off-site disposal is proposed as follows: approximately 15 cubic yards (cy) of PCB-impacted soils at Building 112 and Building 150 Transformer Areas and three areas within the Corporation Yard; approximately 1,500 cy of mercury-impacted soil from the Mercury Fulminate Area; and approximately 15 cy of soil impacted with PAHs from the Corporation Yard. The excavated soil will be hauled off site and disposed at an appropriately permitted off-site facility. Existing clean soil located on-site will be used for backfill. Monitoring of natural attenuation processes for groundwater contaminated with carbon tetrachloride will be conducted at the western edge of the Coastal Terrace Prairie, as well as continuation of the site-wide groundwater monitoring program. A land use covenant will be implemented to restrict the site use to commercial/research and development, and to prohibit the use of groundwater for drinking water or irrigation use. Future projects associated with the developable portions of the Research, Education and Support (RES) Area as identified in the 2014 LRDP will rely on implementation of a Soil Management Plan (SMP) to prevent potential exposure to contaminated soil, soil vapor or groundwater. The specific cleanup actions are expected to take approximately six weeks to complete. DTSC is overseeing cleanup at the Site under a Site Investigation and Remediation Order (IS/E-RAO 06/07-004).
