Note: Functional Equivalent Document, Review per lead
ARB proposes to amend the existing Zero Emission Vehicle (ZEV) Regulation to include provisions that are mostly administrative and procedural in nature to clarify definitions and regulatory language, close loopholes, correct references to other sections in the CCR, add the right to request vehicle identification numbers from vehicle manufacturers, and correcting grammatical errors. In addition, other more extensive provisions are also included that will allow 2012 through 2017 model year TZEV and ZEV credits to be pooled under the optional Section 177 state compliance path, place a new cap on the number of non-ZEV credits to be pooled under the optional Section 177 state compliance path, place a new cap on the number of non-ZEV credits a manufacturer can use towards meeting its ZEV requirement, and exclude battery swapping from qualifying as fast refueling.
