Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement number 1600-2013-0085-R6, pursuant to section 1602 of the Fish and Game Code to the project Applicant, Desert Harvest, LLC. The Permittee proposed to construct, operate, maintain, and decommission a commercial solar power generating facility. The PV panels will produce direct current, and require inverters to convert the electricity to an alternating current before connecting to the Southern California Edison transmission system. From the project substation, the power will be carried on a generation tie-line to the Red Bluff Substation. The project consists of a main generation area, an operations and maintenance facility either on or off the solar facility site, an onsite substation, a switchyard, and site security. Construction components include pre-construction surveys, exclusion fencing, clearing and construction of a lay-down yard, parking area, and pad mounts for transformers, and all construction activities for the northeastern and southwestern solar facilities. The solar facilities will consist of arrays of PV modules on a single axis tracking system. Ancillary structures will include a building to house several on-site staff, a parking area for workers, above-ground water storage, and a project substation on a concrete block. Construction equipment will include earthmoving and support equipment such as graders, scrapers, bulldozers, backhoes, augers, water and dump trucks. Approximately 309.5 acres of CDFW-jurisdictional resources including, streambeds and adjacent desert dry wash woodland, will be impacted as a result of project activities. As the lead agency, the County of Riverside certified a final Environmental Impact Statement (EIS) as a CEQA- equivalent final Environmental Impact Report (EIR) on June 17, 2014.
