Proposed amendments to the California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation (Regulation) to add one updated offset protocol (U.S. Forest Projects) to extend project eligibility to parts of Alaska and update Common Practice values, and one new offset protocol (Rice Cultivation); and amendments to clarify the international reversal definition as it applies to U.S. Forest projects. Offsets offer an optional method of complying with the regulation but participation in the offset program is voluntary.
