The purpose of these amendments is to enhance implementation and oversight of the Cap-and-Trade Program. Staff is proposing amendments to the Regulation, including those related to allocation, market program implementation, and offset program implementation. Staff is also proposing a new protocol related to mine methane capture that will provide additional supply of compliance instruments to the market within the existing 8 percent offset limit.
