The Proposed Project complements other AB 32 Scoping plan measures by setting a limit on GHG emissions consistent with the requirements of AB 32. The program is designed to cost effectively reduce GHG emissions while meeting the requirements of HSC 38562(b), 38570(b), and 38571. The proposed regulation would apply to operators of industrial facilities, electricity deliverers, and fuel deliverers responsible for GHG emissions greater than 25,000 metric tons of CO2 equivalents. The proposed regulation includes provisions for offset protocols that could be used to develop offset projects throughout the U.S. The FED provides a programmatic level of analysis of potential impacts resulting from foreseeable compliance responses and offset protocols.
